Virginia appears to be joining sanctuary states and jurisdictions in California, Colorado, Connecticut, Delaware, District of Columbia, Illinois, Minnesota, New York, Oregon, Rhode Island, Vermont and Washington with new restrictions on immigration enforcement and ICE detainer requests.
