Stalin’s death brought a new leader in the Soviet Union who made changes to some brutal policies. However, the softer image of the USSR was accompanied by a rise in nuclear capabilities, a near-miss in Cuba and then the U.S. and USSR eventually negotiated for a nuclear treaty.
