Lois LernerThe scandal first came to light following a statement by Lois G. Lerner, the director of the exempt organizations division for the IRS.

At first, Lerner laid blame for the scandal on low-level IRS staffers from the agency’s Cincinnati office. It was later found the senior IRS officials did, indeed, know of the targeting in 2011 and internal investigations had been taking place for months before Lerner publically announced the corruption.

She falsely claimed that all political groups from the left were also targeted to the same extent and when asked how many groups had been targeted she gave fractions of the actual numbers.

Then, Lerner unleashed a myriad of further excuses, misinformation, responsibility shifts to both the press and while pleading the Fifth before a Congressional committee. The almost day-to-day factual contradictions found to Lerner’s statements drew even more national attention to the scandal.

The Department of Justice, another federal agency under the executive branch and led by Obama-appointed Attorney General Eric Holder, announced a probe into the scandal only after it gained traction in national headlines.
