In the mid-1980s, President Ronald Reagan and Soviet Leader Mikhail Gorbachev began summit meetings to discuss nuclear arms reduction or elimination. The eventual result was the Intermediate Nuclear Forces (INF) Treaty and Strategic Arms Reduction Treaty (START). But things were changing for Gorbachev in the early 1990s.
