President Richard Nixon and Soviet leader Leonid Brezhnev met in the 1970s for Strategic Arms Limitation Talks. This, as the nuclear arms race picked up momentum. Though two treaties came out of the talks, both nations continued their nuclear programs as we headed into the 1980s.
